Sales tax is a state tax on taxable sales. Forming in Wyoming does not by itself create a duty to collect Wyoming sales tax, and it does not erase a duty in a state where you have inventory, staff, or enough remote sales.
Nexus is the connection that makes a state able to require registration. Physical presence is one path. Economic thresholds after Wayfair are another, and the dollar amounts differ by state. We do not print a rate table here, because a wrong rate is worse than no rate.
Delaware has no state sales tax. That is not a reason to form there if your customers and inventory are somewhere else.
